Are new license requirements and fines for cat owners reasonable or excessive?

- Many people have more than 3 cats and keep them indoors. Why should these people be punished? I think there are far more important things to worry about than regulating how many cats someone has. Can't we concentrate on real problems? If everyone was just a little more respectful (i.e.
